NOTICE OF PUBLIC HEARING

HUD COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

2020-2021 ANNUAL ACTION PLAN and 2020-2024 CONSOLIDATED PLAN

 Aviso de audiencias publicas, ciudad de Bristol, Virginia programa de bloque de desarrollo de la comunidad y programa inicial.

A public hearing will be held in the Bristol Virginia City Council chambers at 6:00 p.m. on Tuesday, January 28, 2020 to give citizens an opportunity to comment on the housing and community development needs of Bristol, Virginia, and how CDBG and HOME funds should be spent for the next fiscal year, as well as to determine funding priorities for the next five years under the City’s 5-Year CDBG Consolidated Plan.    The Department of Housing & Urban Development has not announced City funding at this time.  The City expects to receive CDBG entitlement funding in the approximate amount of $250,000 next year.  The City also expects to receive additional funding through the Northeast Tennessee/Virginia HOME Consortium.  This amount has not been determined. A 30-day comment period for both the CDBG 2020-2021 Annual Action Plan and the 5-year CDBG Consolidated Plan will begin on January 28, 2020 and end on February 28, 2020.

At least 70% of the total funds must benefit low and moderate-income persons.  In order to qualify for CDBG funding, each activity must meet one of three national objectives of the program:  benefiting low and moderate income persons; aiding in the prevention or elimination of slums or blight; or meeting other community development needs having particular urgency because of existing threat to the health or welfare of the community, and other financial resources not available to meet such needs (natural disaster, fire, tornado, etc.).  Any proposal/activity that fails to meet the applicable criteria cannot be funded with CDBG funds.  A list of eligible activities and any further information may be obtained from the CDBG Coordinator, Ellen Tolton, at the Office of Community Development & Planning, City Hall, 300 Lee Street, Bristol VA 24201, Phone: 276-645-7473 (TDD) 276-645-7289. 

Citizens are asked to submit written or oral comments to the CDBG Coordinator using the above information prior to the end of the public comment period.  If an interpreter or special accommodations are required, please contact the CDP Office at least 3 days prior to the hearing. Additionally, there is a community survey available on the City website where residents are encouraged to share their comments and preferences.
