A Substantial Amendment is being made to the City’s 2019 Community Development Block Grant (CDBG) Annual Action Plan to re-allocate CDBG-CV funds and amend the FY 2019 Annual Action Plan. The Amendment will go before the City Council at a regularly scheduled City of Bristol Council Meeting at 6:00 p.m. on Tuesday, June 27, 2023, at 300 Lee Street, Bristol, VA, for approval. This meeting will also be broadcast live on the City’s website at https://www.bristolva.org/533/BVTV.
On March 27, 2020, Congress passed legislation entitled The Coronavirus Aid, Relief, and Economic Security Act (CARES) in response to the growing effects of the COVID-19 public health crisis. As part of this CARES Act, the City of Bristol received a total of $275,016 additional CDBG entitlement funds to prevent, prepare for and respond to COVID-19. A Substantial Amendment to the City’s 2019-2020 AAP is necessary to allow the remaining balance of these funds to be used for eligible activities other than those previously approved. The Citizen Participation Plan is available for review on the City of Bristol’s website, at www.bristolva.org, and City Hall, Office 108. This Amendment will have a 30-day comment period, ending on July 20, 2023. Activities carried out with this funding include transferring CDBG-CV project balances for use in public service activities, including acquisition costs for a structure to expand services provided by Crossroads Medical Mission. Activities funded by CDBG programs must contribute to the goals and objectives of the City of Bristol’s Consolidated Plan and meet all applicable federal requirements.
